YES! The members of the Dwarven Proving team The Silent Sisters, who are all aphonic, talk in their own form of sign language!

would this be something say a human would be able to use and communicate in bc i didnt know about this until now and im very curious to know more about it

its like any other kind of sign language in that anyone can learn it, the Sisters require interpreters to speak to outsiders. im not sure HOW a human would learn it, maybe if they were in the circle there would be a book about it, or a noble could learn it from a tutor, or maybe from a recent surfacer who was in the warrior caste could teach it!

its very possible that through these channels it became disseminated through human society.
